The Single Authorization

The Single Authorization, as outlined in Article 12 of the D.P.C.M. No. 40 of March 4, 2024, is an administrative simplification tool.

The Single Authorization procedure, in line with the state guidelines on ZES (Special Economic Zones), requires the issuance of two or more permits necessary for an investment project related to economic activities or the establishment of industrial, productive, and logistical activities within the ZLS (Special Logistics Zone).

The activation of a single procedure remains under the jurisdiction of the Single Desk for Productive Activities (SUAP), which will be responsible for applying the reduced processing times specified in paragraph 4 of Article 12 of D.P.C.M. No. 40 of March 4, 2024, if the necessary legal conditions are met.
The proposed projects must be in line with the parameters set out in the ZLS "Port of Venice-Rodigino" strategic development plan and fall into one of the following categories:

  • The construction of a new plant/operational site;

  • The expansion of an existing plant with a simultaneous increase in production capacity;

  • The diversification of an existing plant’s production to produce products that have never been made before;

  • A fundamental change in the overall production process of an existing plant.

Consequently, the following are excluded from the issuance of the Single Authorization:

  • Interventions subject to Certified Notification of Start of Activity (SCIA) or Communication;

  • Individual authorization procedures to be activated with the competent Administration.
